I have tried fixing it myself by re-cementing but could not remove old concrete to get a flat base. Are you able to help on this and if so – what would the cost be? To fit / lay down a weed suppressing membrane.

Lay indian sandstone slabs onto a wet ready mix concrete
Pointed resin bound compound seal to stop weeds for low maintenance.
